Apparently there is no issue in windows 7. It's windows administration rights that conflict with steam's big picture (windows runs game as admin and it clashes somehow with BPM), mainly 1indows 10. There are also threads about this issue here and many have problem, and many do not. Actually Steam Controller work, as there are community settings for it.
